can i cancel a transaction and not pay fee?

i sold my car to a buyer that has 4 feedback =100% but all items he has brought he has not paid for a single one according to 4 different sellers comments, 2 of items he purchased were cars. I don't have the time to open a dispute as the car runs out of registration in 10 days. If i cancel transaction and relist will i occur double fees? And why does he have 100% feedback? thanks...

Sellers can not leave buyers negs so all buyers can only get a +ive rating feedback.

 

You can take the risk and relist it while you open a dispute as sounds like the buyer is going to pay anyway.

And if they decide they want to and turn up and pay you can close the dispute.

If you send a mutual cancellation and they do not agree to it you will be stuck with the fees so go the dispute option.
