can the product be relisted if the buyer has not paid say within 3 days????

This buyer put a bid on this computer ram chip that i was selling, its beeen 3 days and still no payment. What is the time for waiting permitted by Ebay's rule system? Can I relist at anytime?

Ebay allows 8 days minimum for payment, 4 days before opening a dispute, another 4 full days to close it,  keep in mind that some payments take a few days to process, echeques and bank deposits are not instant,  never relist an item until the issue is resolved one way or the other, or you could find yourself with two buyers for the same item.
