here in australia you must have a PAYPAL account to have a ebay account to buy and sell you must have PAYPAL as a method of payment is this the same world wide.

No it is not the same on every ebay site.  As an example paypal is not mandatory on the German site as it contravenes their banking laws.

And it is not mandatory to have paypal on the Australian site either.  Sellers must offer a safe payment option but not necessarily paypal although it is the easiest and cheapest safe option.
