does it cost the buyer anything if i have not accepted the payment on paypal?

The buyer says they have sent money to my paypal account but there is no evidence of anything. I have called paypal to see if anything was wrong but there isn't.
I am now assuming that this is some kind of scam and i wish to pull out of this transaction. If i have not accepted the payment on paypal (because there isn't one there), then it hasn't costed the buyer anything has it? Because i have no intention of being paid for something i haven't given.
