partial refund and final value fees

Hi, does anyone know after I give a partial refund and and sent a cancellation request but the buyer doesn't respond within 7 days, do i get my final value fees back if I close it manually? Does anyone know who I can email about this?

 

I wish to give my buyers the option of returning but I realise if I sell high value items, Im actually out of pocket even if i charge a restocking fee. Im now forced to not giving returns. Any ideas?

There's nothing wrong with the item, the buyer simply changed their mind and want to return the item for a partial refund. They agreed to the restocking fees.

My point is, ebay still charges me a full fee for a transaction that didn't eventually go through.

I can't prevent people changing their minds, if item was not as described or faulty its a different story.....
