Add the member to your blocked bidder list then tick the box to stop blocked members from contacting you.
Hover your mouse over account and from the drop down click on site preferences then to the right of Buyer requirements click on show then edit and from there you can pick what you want to block.

If you have had a transaction with them then they can still contact you so you then need to report their message to ebay by the report message button at the top of their messages to you if the message are through the ebay message system.
