where is the pick-up only option now? trying to sell a large item and ebay list postage options!!!

When listing an item, there used to be a drop down menu giving a no postage - pick-up only option - but now I can't seem to find it.  ebay are suggesting I post a cabinet for $6.95!!!  frustrated.
