I looked at the link even though I do not have a store.  As with many eBay listing offers, it is only available to those that get an email invite as stated in the terms and conditions:

Only members who receive the invitation email from eBay and register for the offer, accept the terms and conditions and receive confirmation from eBay that “you’ve accepted the offer” are eligible for this promotion.

I have a store and didn't receive any email but clicking on and accepting the offer worked for me, with it immediately activating and showing on my "My eBay" page.

The only people who would 10000 items ready to go would have anchor stores and wouldn't wait for free listings as they already get them.

I haven't got the email for the last 3 or 4, but either the link works, or the offer is showing on my selling page.
