If I list something at 99cents for auction and that is the only bid I get do I have to sell it at that price?

Yes !!!!!!!!!
Start your auction at the lowest price you would be happy to get. If it gets bids over that amount then it is a bonus.

No.
You would need to cancel that bid first.
And then end the listing and relist.
You can not end a listing until you cancel the bid.
Bidders also get very cross at sellers that do this, and then relist goods with a higher starting price, and may report you to eBay for non performance.
If it is the first and only time you are ever going to do this, then IMO it is not a hanging offence lol.

If you cancel a bid, you can then end the listing via your selling summary via the menu on the left next to the listing details by selecting end listing
