Are there fees to relist a closed NPB item?

I recently 'sold' an item to a buyer who didn't communicate or pay. I waited the required days and opened a NPB case, waited the required days - no payment or communication from buyer - and the case was closed and I got my FVF back. I have used all my free listings for the month - do I have to pay fees to relist the item? If so, it doesn't seem fair does it?

yes you do have to pay to relist - perhaps wait until the beginning of the month until you get your free listings?

Yes, I know I can wait until next month's free listings, but the situation is so unfair. Just because a buyer hasn't paid I shouldn't have to pay to relist the item they didn't pay for.
