Why am I being charged $40 a month? I have not sold or bought anything in months. I can't afford to keep paying $40 a month for NOTHING.

Do you have an ebay store, maybe under another ID?
I imagine that if you do, you would be charged the usual monthly fees whether things sold or not.
If you don't have a store, and you're not selling anything, then I can't see that ebay would charge you anything.
Could it be a scamming sort of email which is trying to convince you there are problems with your account?
In which case, ignore.
If you are seeing actual money coming out of an account, then you'll have to ring ebay or paypal and query it.

As mentioned the best way is to contact eBay and ask them (they can then tell you if it's genuine and why you
are being charged).

Just keep in mind that the Call option is only available during business hours,
(8 am to 9 pm Mon to Fri and 8 am to 5 pm on Sat and Sun).

If you have the invoice in front of you, how do you expect fellow buyers and sellers to know?
Do you have another account/ID?
If you do/did you ever sign up to eBay Plus ?
