Ebay buyers can dib and win (buy now) an item with no intension of paying and immediately leave negative feedback ( it too 1 hour 25 minutes of my time ) for me to convince ebay that this was an attempt to disrupt my business.
This ebay buyer bought an item, asked for contact details to arrange local pickup, failed to show up on 2 pre-arranged appointments, never communicated that he could not make it, (times were arranged to suit him) on the third call to see if he was coming to pickup item (he said he lives in the same suburb) he arrahged to come immediately, was late again.
Within 20 minutes I had negative feedback that the item was in unworking order, i have sold over 38 united I know if they work or not and it takes more than 20 minutes to fit the item to the car.
within 60 seconds of leaving negative feedback on the first item he had bought another item (buy now) left a message "don't want it-hit the wrong button" and had left negative feedback on the item aswell, " not working again"
The victim here has to spend hours to try recover a fault free reputation (477 /100%)
Doyou think there is a bias towards buyers? ( no negative feedback without opening a dispute might be a good start)

Open a non payer dispute,wait 4 days & close.
Ebay will issue them with a strike.
Block them in your blocked bidders list.
Once they don't pay,ebay will remove the neg-if they don't,call them.
JMO but as you've allowed them to buy again for whatever reason,I'd be ringing ebay NOW & try & get the neg removed & the buyer sanctioned.

As foxette says. I would add that you should ring, not email or use live help.
Both are utterly useless and you'll only get cut and paste responses.
Malicious feedback (as the second one so obviously was) is against ebay rules. The first will be removed by the non paid strike, and the second one should be removed as it was bought purely to neg.

OP, I agree, the way the feedback system is set up needs significant improvement.
Whilst I mostly adore buyers, there are those, like your customer, that take advantage of a less than satisfactory feedback system.
Improvements in the feedback system = safer trading place for all = happier buyers & sellers
