I have a buyer that opened a dispute with Paypal against me as Item Not Received..
I will try my best and explain.
The Buyer won the item I invoiced him/her after 4 days no payment so I lodge a NPB with Ebay on the 4th day with about 3 hours to go before I made a second chance offer him or her paid (My Discritption States Payment Must Be Made within 3 Days). When he paid I was away from home working and he lodged the dispute Item not received. When I got home I sent his item off the next day With Signature upon delivery. To-day I did a track on the item and it has been delivered so he must have signed to receive it.. He still has not closed the case with Paypal. I contacted Paypal they told me they have checked the Tracking and see it has been delivered but they will not release my monies until they contact him/her. Now they see the item has been delivered what I would like to know is why can they not release the monies???

Paypal usually will release your funds if you are able to prove to them by scanning and uploading a lodgement slip or other paperwork that proves you sent the item to the buyer at their paypal address.
If you have this documentation I would ring Paypal and get their email to send to so you can get your funds back.
In Australia, only proof of lodgement is required, and occassionaly some Paypal reps get each countries requirements mixed up - so double check with the reps that they understand it is an Australian transaction - and for seller protection you only need proof of lodgement.

why does the buyer have to pay by day 3 when ebay says you can open an UPI on day 4, if they made a paypal payment on day 4 you would still receive your money straight away but if they paid with an Echeque it would take another 4-5 days to clear

I am not disputing what you say but they waited 8 Days before they paid. 3 Days is part of my TOC which allows a little leeway.. I think you need to read the original post as it looks like you have no experience in selling. A seller can say when he requires payment, 3 days with me on the 4th day I will open an Unpaid Dispute Case with Ebay 4 days later I will offer the item again at Auction, BIN or a second chance offer..

i have been around ebay for quite awhile so i know a bit about selling but some buyers once you open an UPI on day 4 they can take another 4 days to pay.....its not nice but they can do that but you cant offer a 2nd chance until you have closed the dispute

I am not disputing what you say but they waited 8 Days before they paid.
Which they are allowed to do under ebay's terms and conditions.
If you have a problem with that then list all your items as BIN and require immediate payment.
Saying in your listing that payment must be made within 3 days when you cannot enforce that will just encourage the obstreperous among us to delay payment until the last hour of the 8th day.
Why not be more user friendly, I say in my listings that if they are not going to be paying by Paypal within 4 days could they please let me know so I can delay opening a dispute.
