Q. A buyer/seller agree to a price and the auction is ended: Then the buyer does not pay or pick up- when can the item be relisted ?
Initially the buyer arranged to collect and pay...but failed to do so when arranged. I have texted and emailed the buyer several times with no response. No contact since. Its a new eBay buyer so may not be up to speed on reqts. In my last correspondence to buyer I said if I did not hear from them I would relist the item.

The first transaction needs to be finalized.
Normally one can send a mutual cancellation but the buyer needs to accept it for it to take effect and I doubt they will respond.
4 days after sale date a non payer case can be opened. That can spur a buyer to action. If not 4 days later you close the case.
You get your fee credited back, buyer gets a strike and you are free to relist.
After that, neither party can leave feedback.
To open a case select resolve a problem in the small drop down menu to the right of item in your sold list.

Have you relised the item already? As Kopes said, you need to finalise the other transaction first. I can see that it sold on the 15th, so open an unpaid dispute now, then go back 4 days later and close it. It has to be 4 days by time, not just the 4th day, so if you open it at 11.10am, you can't close it until 11.10am 4 days later.
If someone bids on the relised item and they win it, then the buyer does front up, you could easily end up with a negative feedback. Having a low feedback score at the moment, 1 negative would do a lot of damage to your feedback rating.
