I posted the package to the address listed with paypal. It was returned to me as it was registered and no one by that name lived there. I contacted the buyer and she gave me another address to send it to. I asked her to change the address on paypal and that I was unable to send it to an address in an email. She says she has changed the address on paypal but when I go into "view order details" it still shows the old address. For seller protection how can I confirm she has changed her delivery address?

What you see on the order details page is a snapshot of what the Paypal address was at the time the order was placed & paid.
So she may well have changed it inside PayPal but you will not see it until she places and pays for a new order using her updated PayPal account.
So the way I see it now you will have to refund her since you have your item back in your hands and then she will have to re-order the item if indeed she still wants it.
Then you should see the updated address.

or you could trust the buyer and just put the new address on the returned item - "please forward to ..... xxx"
