as far as i know you cant if buyer has paid using paypal you can refund that payment to buyer then you will be able to send new invoice with correct total.

How has the buyer paid short? They should only be able to pay what is on the invoice and as you have quoted postage the buyer should not have been able to pay anything other than the item price plus quoted postage price if they paid with Paypal. If they paid by bank deposit and made an error just ask them to pay the rest into your account.

Once apon a time you could set a preference allowing or disallowing buyers from altering invoice amounts.
This is no longer the case so I guess the buyer ( if using PayPal ) must have paid the amount you were asking.
Maybe they wanted Express shipping but asked after they had paid for normal postage.
