Buyer says they can't pay?

An item I had for sale was sold yesterday, however today I got this message from the buyer: 

I am sorry to say but i have insufficient funds to pay for this.
I hope this isn't to inconvenient for you, Sorry about this.

So who does what now? Do they Cancel Purchase, or do i do something?

I just looked at your listings, and I can't see any over $25 - so if this buyer is seriously unable to pay an amount equal to or less than that then they need to stop browsing and wasting a sellers (your) time.

I have in the past stuffed up and bought an item that I realised I had previously bid on elsewhere and then won, I cop it, I pay for it, and move on.

I wish buyers would realise it is not just an inconvenience to the seller, it cost's money and time, and if they perhaps offerred to reimburse fee's you might be more acommodating, but just OOPS sorry - forget it.

Sellers need buyers, but not buyers like this IMO.
