I have recently had several buyers contacting me, requesting I complete a transaction outside Ebay. When I tell them this against Ebay policy, they have bid on my item then refused to pay. Has anybody else noticed an increase in this?

No, not me. Just follow ebay procedure and you'll be okay. Take out non paying disputes against non payers, give them a strike. Block them from buying from you again.
Do not be tempted to leave any kind of feedback for these buyers, you are unable to give negative feedback and a positive feedback with a negative comment will earn you a reprimand and just give them feedback points.
There are plenty of good buyers out there. Sounds like you've been a bit unlucky.

I have, on the occasion, had someone ask to deal outside eBay. When I say, "No, sorry, I would prefer to see the auction take it's course", I usually don't hear from them again. I sometimes think eBay may send these messages sometimes to catch sellers out. But I wouldn't sell outside eBay anyway, too much of a hassle.
