Short answer.....yes they can, although I am not sure why they would want to leave feedback until they received their item.

happened to a friend of mine..buyer left a neg only after 1 day of item being posted via regular mail from qld to nsw....thought ebay would have some sort of timeframe before a buyer could leave feedback.dont think its fair to a seller that a buyer can leave feedback within minutes or in this case 1 day after buying...If a seller has a non payer it takes days before you can close the case so the non payer has a chance to pay..maybe the buyer and ebay think sellers own F-16;s just for their delivery...strange..

Has your friend contacted the buyer? Perhaps they left feedback for the wrong seller.
Have they bought from your friend before and were there any minor complaints? If so then it may be worth ringing ebay and telling them that obviously they purchased in order to leave a neg as the item has only just been posted and they cannot have received it yet.
Make sure your friend adds them to her BBL so they can't buy anything else.

For PowerSellers they cannot leave neutral or negative within the first 7 days. With other non PowerSellers sellers can leave it basically right away.

I have had a block appear on leaving feedback when the item was not marked as posted.
A pop up appeared saying that I could not leave feedback for xx days, that seemed to reflect the maximum delivery time according to eBay estimated delivery time on the listing.
