A buyer thought she'd paid through Paypal but found it didn't go through. In the meantime it seems she marked the item PAID because she thought it had been.
Now eBay won't let her checkout again. Is there a way she mark the item UNPAID?

Yes a buy can mark paid then unpaid, Can you not just send her an invoice for the item that she won.

Just to clarify: I meant to say "Is there way she CAN mark the item UNPAID?"
I did a quick test just now by buying something and marking it paid, then found there's an option to mark it unpaid, which answers my question.
In this case, the buyer apparently doesn't have that option, which makes me think it was an eBay glitch that marked the item paid (on her side) whereas from my end there's an hourglass icon with "The buyer has marked this item paid" - dated 3 weeks ago). We both agree it hasn't been paid but she can't now checkout in order to pay by Paypal, or view my bank account details.

Next to my purchases where the payment has gone through (and via PayPal), I still have the option to unmark as payment sent, so I'm not sure why she wouldn't have the option - do you have the option to send a new invoice, and/or can she request one?

An invoice won't make a difference as she can't checkout as long as the item is marked Paid at her end. I've asked her to mark it Unpaid but I'm not sure if she has the option (I guess I'll find out), otherwise she'd already have done it (also, she didn't say SHE marked it paid in the first place, so it might be a Paypal/eBay glitch from the start).

If all else fails, you could generate an invoice directly from PayPal, making sure to note the eBay item number(s) in the description.

If she went through checkout via paypal, then it automatically marks as PAID in ebay.
Once the payment failed, the buyer could then mark it as unpaid and should be able to resend payment.
Otherwise, you can just send a new invoice for that transaction, and she can try and use the new invoice to pay again.
I just hope your buyer isnt stringing you along with a tall story!!
When you look at your SOLD items, is it marked as paid on your end?

It's not marked sold, it's "buyer has marked this item paid" from my end.
I sent my bank details, so it will all be sorted out soon - my main concern is why the item is marked paid in the first place when the Paypal transaction didn't go through, as that's what's caused the subsequent problems. I don't like things happening that I can't explain! - makes me nervous about it happening again.
