What does it mean when I try and list and you say we are having some encounters our end? Please try again later

I'm guessing it means just what it says

How long have you been trying?

Are you on the app or the real site?

What browser?

Have you tried clearing cookies etc etc ?

Have you completed sign up to Managed Payments and been verified to sell on the account you are trying to list on?

save your listing for later....then go to drafts (and list from there) when the site is not glitchy
