Hi , a buyer bought an item off me and has not paid for it even though I have sent him a message as a reminder. I saw in his feedback that this is not the first time.
Can I cancel his purchase and still leave neg. feedback, instead of going through Ebay and in the end he gets a strike.
I sometimes think negative feedback is more noticeable to a buyer then a strike.

You can't leave negative feedback. Sellers haven't been able to do that for years, now.
What you need to do is go through the process to leave them a non-paying bidder strike.

Depending on when you sold the item, give them time to reply as not everyone is at the computer 24/7. If no payment or contact after 4 days open NPB dispute. You can not re list until the case is closed either by closing on day 8 or buyer paying. You can not leave negative for a buyer, and please do not leave positive with a negative comment, it is against policy, can be easily removed, and only increases the buyers FB rating.

Presume you're seeing where other sellers have breached ebay policy & left positive with negative comment??
If those sellers had followed the correct procedure re opening & closing non payer dispute then you probably wouldn't have had this tyre kicker buy from you in the 1st place.
Do you have blocks in place to stop serial pests from wasting your time? ie block bidders with one or more unpaid item strikes in last 12 months.
