Cash Buyer inspected items then paid cash on pick up on a listing that said “No Returns Accepted”
Buyer sent me a message the next day claiming he inspected the goods again and wants a refund
I gave him 24hrs to return the goods for a refund as a goodwill gesture
After 24 I told him the offer of a refund had expired as I couldn't offer the goods to the under bidders instead I gave him the contact details of the under bidder
Now the question ……. as he paid cash and still has the goods is there any way eBay can access my pay pal account to give him a refund??????????

No.
Handing over the cash is deemed acceptance of the goods in their current condition, so the buyer doesn't have any official recourse.
I don't think it's a good idea to give the underbidder's contact details to a stranger - if I was the underbidder I would not be happy about that. There isn't a 24 hour time limit on being able to offer a second chance to underbidders, either.

(on a listing that said “No Returns Accepted”)if he came and inspected items then paid cash,you don't have to give refund,on licting was clear say no returns.

I agree with digital*ghost
The buyer has no right or claim to a refund.
The buyer inspected the goods and then paid for the item so therefor has accepted the item "as is"
Also I wouldnt be giving the buyer the under bidders info. Like digital*ghost stated, I would also be most annoyed if you did that with my details.
The buyer can relist the item and resell it when ever he/she likes and just hope for the best.

Paypal, not eBay, make refunds, and as you did not use paypal for this transaction [good move, never use paypal for pickup], there is no way the buyer can claim ANYTHING thru Paypal.
