Collectables with free auction insertion fees

Quick question.. Who determines what is regarded as "Collectable"? . Are there certain guidelines?

Well thats what I am thinking, Collectables could be anything I suppose. Some people collect the funniest things. including clothes, shoes, fluffy toys. I assume Ebay must have guidelines though otherwise everybody could just list anything as collectable.:)
