We sold by auction without a store for about 12-months before we opened the stores.
Then linked up a credit card straight away. And got the 100 limit right away.
Then each 30-days you can call ebay to have your limits increased and they do it readily so long as your record is good.
You really have no choice that I know of but to bear with it until you can increase these selling limits. Bit of a pain at first but does come good.
Now we are cruising, and only have to call every couple of months to increase limits as our range expands.

Had you come here before opening your store then an awful lot of experienced sellers would have suggested that you sold without a store to build up some feedback, it also gives you general view of how you are doing with ability to change things without it costing you anything more than the FVF on what actually sells.
As for new sellers being restricted how would ebay know you are an honest and reliable seller? There are enough scammers and although they try ebay are not the most efficient at catching and stopping them but at least they can limit somewhat the damage by restricting the number of listings until there is enough positive feedback.
