Because in eBay's eyes you are a new seller with no significant track record for successful sales, therefor your money will be on hold for 21 days or until you can show a problem-free transaction by tracking showing delivery and/or feedback from the buyer indicating a positive experience.

I doubt eBay ever did. 

As for focus (I doubt you'll get an answer - they haven't logged into the boards for over 7 years), maybe ask them, or even have a look at their listings. If it's there, there is a fair chance they have it for sale. They have nothing listed, though, and probably never did. So your question is irrelevant, and not directed at the person you are replying to.

Posting on a thread that has nothing to do with your question is not a good way of getting an answer.

You can't get a phone number for eBay CS due to COVID-19, you can only use the "chat with us " function. Go to the link below and scroll to the bottom for the "message us" link.

Also, you are wasting your money having a store, for it to be viable you need well over 100 listings AND a good sell-through rate.
