I have sold and item picked up back in April with funds being held at payp[al? How do I access these funds>?

When exactly in April did the buyer pay ?
All new sellers and sellers who have not sold in a while are subject to a 21 day hold on funds so it could still be too soon

If the buyer paid cash and has left feedback, perhaps contact PP and let them know the transaction has been finalised - maybe you could supply them with a screenshot of the feedback

You are probably subject to the 21 day hold.
If I can make a suggestion though - for items that are pickup, please get cash in hand instead of payment via Paypal, as there is nothing stopping a buyer opening a case for " item not received" once they have the item in hand. You have no way of proving otherwise, and the buyer will be refunded.

There is no buyer protection for pick-up items - any INR or INAD PayPal claim will resolve with no refund to a buyer, unless the seller provides it voluntarily.
There is no seller protection either, so the advice to encourage cash on pick up is related to protections available with funding sources that can be used to pay via PayPal (i.e. credit cards).
