I have on several occassions issued a partial refund to buyers. I have found that eBay sometimes miscalculates the postage and I like to refund the buyer for significant overpayments. I dont want to look like a dodgy seller, for example I dont want to charge $25 postage, but it only costs me $8.
This issue regularly happens when the buyer buys several items, and I combine all the items in the one package. If the buyer contacts me at the time of purchase I can send an invoice and avoid the problem, but unfortunately this does not always happen.
Currently I am issuing a refund via PayPal, but I am then paying the full eBay Fees on the shipping fees.
I have tried going to PayPal via the transaction in eBay, but eBay still does not recognise the partial refund.

When I issue the partial refund via Paypal (for example, for excess postage), I deduct the extra I paid in postage fees to ebay before issuing the refund. Most buyers seem happy to get any sort of refund. It's far too much hassle to ask ebay to refund the extra fees each time.

ive made a lot of part refunds via paypal for postage over charges, i allwas write a quick note in the area for them telling the recipient what the refund is for.
plus i also message the buyer from my ebay account also saying 'hi, ive refunded you $5 for an overcharge on postage'
never had any complaints so far.

It would be nice though if there was an option for Partial Refunds against an item. There are already alot of other options such as: Unmark as Payment Recieved, View PayPal Transaction, Cancel, etc. This would then make this process so much easier for everyone, and the fee reversal could be programmed as an automated process within eBay.

We totally agree that Ebay should have an option to send a partial refund to a buyer - not only for postage refunds, but if a buyer & seller come to an agreement when the buyer isn't completely happy with the item they have purchased but don't want to return it for a full refund.
We do what many others seem to, just refund the postage & unfortunately wear the extra fees. It does pay off as we have many repeat buyers, including some who regularly buy another item each time we message them about their latest refund.
Honest sellers = happy buyers (mostly) = more sales, so it seems to pay off in the long run.

unfortunately, i can't ever see this happening - as it's ebay who will lose out on money - and if there's one thing they don't like, it's that.
the way it stands - with only having the option to issue a partial refund through paypal, they're not losing out on fee revenue.
