Under Manage my store they have set it up as a custom page.
You can also have FAQ's set up to show when a buyer wants to contact the seller by going to Manage Communications with Buyers (under the Account Tab). It will show Questions and Answers when a buyer clicks on Ask the Seller a question from the listing.

Yes - the page you have linked to is a custom store page, and they can only be created in the old store format, where you can also designate a custom page as the 'home' page whenever someone clicks to visit your store. If you create them and then switch to the new format, you won't lose the pages (as such), but they won't be visible anywhere on the site (I had 3 before I upgraded to the new format, if I revert to the old, which has been necessary to fix issues a couple of times, they're still there).
Unfortunately, I can't remember exactly how to do it, but according to an old eBay help page, there's a 'custom pages' link in the left-hand menu after you click "Manage My Store" (it's been a couple of years since I upgraded, and a bit longer than that since I created the pages I had ).
If you just want to create a FAQ that is shown to buyers whenever they click "ask a question" from a listing, you need to go to My eBay > Account > Manage communication with buyers. On that page, a little way down, there will be the option to show and edit / create the Q & A.
