You should exclude all regions you don't sell to.

eBay, in their wisdom, have decided that even if you set your listing with postage only to Australia, you still have to manually set up a block to prevent buyers in other countries from bidding or buying.
That means going to My eBay > Account > Site Preferences > Buyer Requirements, then edit and make sure you select to block buyers with a primary postage address in countries you don't post to. It should apply to future listings, probably won't apply to current listings, but you can check and/or revise at the end of the listing form, where it gives you a link to edit the requirements.

I know, but t'is another long, lost corridor of eBay's wonderous, mysterious labyrinth (at least on my accounts ), because it's never actually worked for me. Every time I've selected to apply a change in site preferences to current listings, I've still had to go in and manually update all of my pre-existing listings, so it's always better to double check.
