I have accepted the 10 FVF promotional offer. Does this apply to the first 10 listed?

For me, they came off the first 10 listed. Not that it really mattered, as they came off my 40 standard freebies as well.

Think you will find they only work after you have used up the 40 monthly ones first. That is what happened in my case. Also check that you do not get a listing fee, and many others have. In that case need to phone ebay to get the listing fees refunded.
