I have agreed to a lower price with a buyer, how do I organise that with listing?

In your My eBay Active Selling section, find the item and on the right hand side click on More Actions and select Revise.

You can either change the Buy Now price or leave it as is and add Best Offer. Then let the buyer know that the listing has been amended and that they can now Buy or submit an Offer.
