You can not.
The option to leave buyer negs was revomed a few years ago due to sellers leaving unwarrented retalitory negs so you can thank them for sellers not being able to leave factual negs.
So if your buyer is now being nasty but they paid on time you have no reason to leave or change the feedback as all they have to do is pay.

You can leave a follow up comment to the feedback that you have already left for the buyer.
My advice would be to make it as factual and "professional" as you can, as sellers that leave ranting insults or use caps or both do tend to serve to portray the seller as difficult and unprofessional - indeed there are some sellers that look like absolute tools or loonys to me by the horrible inappropriate comments they leave.
Sellers that do take the time to scan buyers feedback are easily able to identify if they may have a problem buyer on their hands - for example these types of follow ups are helpful to other sellers (User ID = the buyers user ID).
UserID reported lost in post. Refunded in full.
UserID claimed item damaged yet returned this item undamaged
Despite doing my best UserID was an exceptionally difficult buyer to please.

Yes, the unwarranted seller negative feedback is always the reason given for removing the right of sellers to leave neutral or negative feedback.
Ever since, sellers have been made similarly vulnerable to retaliatory negative feedback from buyers, if the former don't accede to every (even the most unreasonable) buyer demands.
Naturally, sellers being made vulnerable and open to this sort of abuse, is not a concern for ebay at all !!

I avoid sellers who scream and rant in feedback replies. So do a lot of other people. If I have an issue, I want to know the seller is going to help me, not get abusive, which is what it looks like with replies in capitals.
By all means leave a follow up reply, but just say it how it is. Forget the capitals because it makes you look worse than the buyer.
