You have a sign in loop.
As mentioned, clear cookies and temp internet files then reboot comp.
Since I changed to Chrome as a browser, very few problems.

I used to have all manner of trouble with this using Firefox.
My partner installed an add-on called Cookie Manager + for me.
Now all I have to do is select it from the tools menu and delete all the eBay cookies.
Can you believe there are 38 of them!
I then log back in and it works on the second attempt.
My tech dept (partner) tells me this is after it downloads a fresh batch of cookies.
This step seems necessary about every week or two.
It's only eBay that gives me this problem.
No other site I use malfunctions at all, only eBay.
The programmers here just don't seem particularly good at their jobs.
The "tech dept" agrees lol.

are you using firefox?
have you done the cache and cookie thing?

Firefox is a pain sometimes, click on history---clear recent history---check the cookies box---clear now.
You will have to sign in again but problem will be fixed

never had a problem with sign in loop anywhere except IE and I never clear cache and cookies.

100% agree with these sentiments.
IMO the defect rate of eBay site performance based on site glitches / user friendliness / time taken to do basic fixes / customer dissatisfaction would be through the roof
