100% scam. You're right.
The idea is that they "overpay" you with fake money and ask you to pay their transport agency with real money....
There are variants, but basically it's a 100% scam.
If they contacted you via ebay messages I'd forward the email to trust and safety.

Thank you!! I'm re-assured!!! We included a phone number on the listing, and he messaged us via that. I have responded that I won't deal outside of ebay.

Do not respond, report the id for everything you can think of including trying to deal outside ebay, possibly false contact info and if it is an id with a lot of feedback with none of it recent as a potentially hi-jacked account.
If you have received any email contact then do not click on any links, do not respond and keep a careful watch over the next few months for phishing emails, these scammers are really after valid email addresses but if they can con some goods or money too that is a bonus for them.
