I just recently opened a new bank account so as my wife could have her own Paypal account, went into the bank on another business and asked whats involved in opening a new account for internet use only. Reply by Teller No Problems can be done right away.. I asked what about 100 points ID. No Problems you have an account with us.. I thinks Great. Open the new account without any deposit.. Goes home sets up wifes eBay and Paypal account..Paypl transfered the small amounts to the Account which I was able to confirm. I then go go add the Visa Debit Card to the Paypal account and it would not accept it stating Bank Declinged The Transection. I ended up phoning the Bank to be told that Paypal tried to take $1.00 from that account and as there was no funds there it was rejected. It would be nice if Paypal was to warn people that you must have at least $1 in that bank account..All sorted now but as I said it would be nice if Paypal told you that there were going to take $1.00 to verify the card. Do They Give It Back???

The small amounts are for verification only and are returned to your account afterwards.

A debit card is treated the same as a credit card. Paypal does not know that it is the same account as the bank account that you verified and took the $1.00 to verify the credit/debit card you attached to your account.

I agree they should let you know. Maybe because they never actually withdraw the $1 they just put it as a request which they never follow through with it's just so they get positive notification from your bank that it's a real account etc. In your bank it will sit as pending for about a week and then drop off with the balance re adjusted to plus $1....but yes they should tell you...

I had a similar incident about 12 months ago I ended up depositing about $5 from one account to the other account and all was good Yes they (paypal) should tell you.

Paypal did tell me that when i went to verify my account. I had to send them the transaction numbers and amounts.
Or is this something different to that?

When you verify a bank account paypal puts money into it. When you verify a debit/credit card they take money out..if there is no money in it then the transaction will be declined.
