I have a listing with auction for local buyers to pick up.I'm getting requests from an interstate buyer who wants their friend who lives locally to me to pick up item if they win on their behalf.This has complications.Can I refuse to sell to that person? I need advice please.

What complications could it have that couldn't be overcome? Have to be COD or already paid and then I wouldn't have a problem with it being picked up ? However, maybe you do have. A sale is a sale to me !!!!

as the buyer has no paypal protection on a pickup item, and you are not charging freight
there's no problem on his friend picking up
Personally, Id ask the buyer to transfer the $ to his friend an ask him to pay CASH when he comes to collect

If the friend inspects the item when he comes to pick it up, and is satisfied that what he is collecting on behalf of the buyer is as described, and pays cash on the buyers behalf (if not already paid through PayPal), I can't see the problem.

I would like to think that you as the seller can call some of the shots - especially if something about it makes
you uncomfortable.
We had some pick up only/local items listed some time back when we were right in the middle of moving house (we were decluttering). For us it was time sensitive, items HAD to be gone by certain times. There were also only certain windows of
opportunity for pick up as we were on the road a lot. Buyers HAD to fit around us, not vice versa. Found that the interstate
ones could not coordinate things to guarantee friends would pick up at certain times. We couldn't afford the risk of being
mucked around.

I have had this happen several times before where a friend / relative picks up the item. No probelsm to date. The purchaser has the option of using paypal before hand or pay when item is picked up. As I do not live in a metropolitan area this helps more rural people to purchase an item and pick up when convenient by themselves or another.
