Multiple postage rules for domestic and international post

Does anyone know if it's possible to set up multiple combined postage rules to cover domestic and international postage? I have a combined flat postage rule for domestic postage on my items, so people can buy two of Item A and three of Item B and pay a small additional fee for each item. Since I post small items at the letter rate, this works reasonably well.
I also have internaional postage discounts on the same items, but at the moment this only applies to multiple purchases of the same item, ie. buyers may pay $5 for the first lot of Item A, then a further $0.20 for each additional purchase of Item A. However, if they want to purchase Item B as well, they pay an additional $5. As the weight scale for international letter postage is significantly different to domestic post, I don't want to use the existing postage rule I'm using for domestic post.
As most buyers choose not to wait for an invoice for multiple purchases (or don't understand they don't have to pay straight away), I end up with international buyers paying far more in postage than they need to, and then feeling obliged to refund the excess to avoid neg feedback.
Can I create a second postage rule to cover international post? Or is there another way I could be doing things?
