Where can I leave negative feedback on a buyer, I listed some items for sale and would only accept Paypal as payment. All the items were won by the same person that I was selling, then would only offer to pay via direct bank deposit sounds like a scam to me.

As of a few years ago sellers can no longer leave negative feedback for buyers due to some sellers leaving undeserved retalitory feedback. It is against ebay policy to leave a positive point with a negative comment so I advise you to not do that.

Anyone is allowed to pay via direct deposit so I suggest you ask your buyer to pay that way and send your account details to them. It is a safe way for you to receive a payment. If you need to you can open a non paying bidder dispute anytime 4 days after an auction ends and close it 4 days later to receive your final value fee and give the buyer a strike against his account. It also prevents them from leaving feedback.

Send them your bank details.
It is no scam for them to deposit money into your bank account.
It is the buyer taking all the risks as they can not open a dispute with bank payments for item not arriving or not as described.
After you send your bank details you can choose how long you want to wait for the payments. If it is not there after a week then open disputes for non payment and add the buyer to your blocked bidder list.
