Non paying bidder strike

I have recently re-listed an item after a winning bidder didn't pay. I believe that the non payer receives a strike on their account but how do I see the strike? What indicates that the member has a strike against them? I would like to think that there is a clear indicator warning others not to deal with the member.

Did you open a non payer dispute 4 days or more after the sale and then 4 days after that close the dispute?
If you did not do that the buyer would not have a strike.
You can not see the strikes ebay can BUT if you have the blocks in place to stop non payers from buying then that is all you need to do.
To put these blocks in place hover your mouse over account in your my ebay page and from the drop down click on Site Preferences then go down the list till you see Buyer requirements and to the right of that click on show then click on edit. From there you can put in place the blocks you want, to stop those you want to block from purchasing from you.
