for larger volume sellers the rates actually decrease....
however for smaller sellers they will increase from 2.4% + $0.30 to 2.6% + $0.30.

I get the lower rate. I assumed the lower rate would be automatic but I had to "apply" for it by clicking the apply now button in paypal. They instantly limited my account until I provided identity and business information. I could not issue refunds or withdraw any money.
The information was supposed to be submitted through the resolution centre but there was no instruction on what to provide or anything and had to call paypal. They lifted most of the restrictions but my account is still saying it is limited.
Two links appeared in the resolution center (after calling them) for both the requested information. I provided the identity information (which was all automated by paypal looking up postal records or something) and it is still saying I need to provide business information. WHen I click through to see what is needed it doesn't say what to provide, I click on continue and nothing happens.

This is the first fee increase Paypal have made since I opened my Aus account way back inthe mists of time, if they had raised it by the rate of inflation over that period it would be a significant but understandable increase yet people are complaining about an increase of 0.2%
Just be grateful you are not in the UK where the fee is 3.4% + 20p (36c)

I think it's a little high, they are charging about 1/4 of the cost (percentage wise) as ebay which seems a little out of wack. On a $10 purchase it equates to about 5% (with the 0.30 transaction fee). Plus they add in extra for currency exchanges. They are also now charging $25/month for the "paypal payment pro" for websites which I never noticed before.
I would think the increase in use and the number of transactions they process over the years makes the rate of inflation rather insignificant, if it even effects them at all at a fundamental level. They might even make money from it, I really have no idea though JMO.
As a comparison eWay charge 1.7% + $0.20, Paypal have many other/different benifits though.

You need to provide your business registration certificate or a screen shot of your business registration details that appear on the ASIC site.
Just coming to the end of a nightmare through this Paypal process due to a comedy of errors and a series of unfortunate events. .

its like preference of government, some keep voting the same twits regardless of performance and increased taxes.
with all large companies, they become top heavy, deteriorating customer services, forever increasing their fees, which are of course passed onto the consumer. ebay is in the deathrows of decline, as confidence is now starting fall away so will their market share.

I wish eBay would pay me to speak nicely about them!
