Payment on Hold & How to Refund without payment - eBay gliche doesn't work

In the past few months I have had 2 items (1 damaged so had to cancel before postage & 1 buyer wishing to cancel - she didn't read the listing).  I have 100% rating but do few transactions as only sell a few items occasionally. The latter item this week is over $500 and eBay sent me message saying money was

going into bank account.  Then days later no money and Refund 'button' will not work  or process it.  I am communicating with the buyer and happy to give the refund but ebay's behaviour puts a buy on edge when you say they have withheld monies.  Only use a Savings Account and do not have that much extra in my bank account (and they have money on hold by ebay) to refund.  I contacted ebay last week to ask where money was and that Refund was not work.  A Customer Service person I spoke to in Philipines said they would contact me today and didn't.  Why does ebay interfere if you have a good 100% - their whole process seems to make buyers mistrust sellers thus I as a Seller am getting pretty peaved off as well,  as it has happened quite a few times last year also.  Why are they trying to put themselves out of business with such strange business tactics?

eBay sees you as a "new seller" because you only have 3 selling feedbacks for the last year, that is why your money is on hold.

I assume you're fully signed up and verified for the new Managed Payments system but since you're an infrequent seller, your funds will be on hold for up to 30 days, or until tracking shows delivery.

In this case, you're not sending anything, but I'm not sure why you can't refund from monies being withheld though. Have you tried Ebay on a different browser? Sometimes that can solve things.

 

Never take anything the CS reps tell you as the truth - they are mostly useless.
