Promotion for Schedule Start Time - How can I be notified if this promotion ever comes up again?

This one time... eBay had a promotion that allowed user's to list their goods on a scheduled start time for free.

Is there any way that I can be notified or emailed whenever / if ever this promotion will comes up again?

eBay removed the charge for scheduled listings earlier this year.
