You are not talking to eBay here, we are just regular members like yourself. If you are having an issue with a dispute, RING eBay and ask to speak to a supervisor. Better still, use the call back option so they pay for the call. You can find the details in the help link at the top of any eBay page.

I'm afraid in most cases, the seller does not get a say if they refund or not,not can a seller insist anything. Ebay decides these things,if the buyer makes a claim and the seller does not respond to their satisfaction .Ebay almost always sides with the buyer, even if they happen to be in the wrong

Sorry ,but that is ebay

Have you provided the buyer with either a pre paid postage label or the money to pay for the return? If trhey are claiming it is faulty then you are responsible for return costs.

If you get the phone back and it is working you can try and persuade ebay to cover the refund but I wouldn't hold your breath,

It's standard for the seller to receive the item back before you provide a refund anyway.

As phorum_junkie* said, if it works after you test it, you could try to get the cost of return postage back.
