If you mean shill bidding then you would not know if ebay had taken action or not. It is very difficult to detect real shill bidding and very many of the ones that are brought to the attention of the boards are easily shown not to be shilling at all.
Only ebay can prove for sure that a seller is shilling and then only if they have a common point of reference such as the name, address, ip address or telephone number. Without that proof then they will not do anything.
