If I have an active listing with bids & I revise the listing description with some additional information or photo - Is a notification sent to the current bidders.
If I was bidding on an item I would like notice of any new detail.

No it isn't, you need to notify each bidder and keep a record of doing it. Or, end the item and relist with correct information.
A lot of bidders, myself included, put in a proxy bid and come back only to see if they have won. I personally see no reason to go back and check as I have placed my bid in good faith and on the information given.
So, if a change is made, I will be unaware of it, and if that change is dramatic, I will open INAD once I receive the item.
Protect yourself from this happenning.

ALL of the information that was present when the first bid was made remains unedited for the remainder of the auction, including the Title.
Any changes to the description after a bid has been placed will be clearly displayed UNDER the original description and are not revisions to the original description. The additions are time tagged so that everyone can see when the information was added to the description.

I like to update a listing with information based on questions asked, usually something I did not think of at the time,especially when an item is not my field of expertise.
Sure would be handy if there was a "Contact All Bidders" option.

best way to do that is to ensure that you provide the information in your response to the question and 'check' the box to post the question/answer to your listing. It will be there for all to see without having to add to the description.
You can contact the bidders one by one. Be aware though, that eBay limits the number of messages you can send in any one day.
