Read the site map re resolution centre. You should have opened and closed a NPB case before relisting. If the original buyer decides to pay after you sell the item again, you could well be the one getting a neg.
You can't give a buyer negative feedback.

STOP........please read the rules regarding selling on ebay - go to the bottom of the page, click on 'site map' and have a read through the 'selling' part.
If your post is in relation to the bike that ended on 10/01/14 you just have to 'settle petal' .
No 1. - buyers have 4 days to pay ( most sellers allow a little more time) - you may open a non paying bidder case after the 4th day and close the case when ebay send a notification that you may do so
No 2 - if it is the bike - you would have to organise a suitable time for inspection/collection ( hopefully with 'CASH ON COLLECTION" payment as Paypal will offer you no seller protection at all)
No 2 - Sellers can NOT leave 'bad' feedback for buyers ( end of story)
No 3 - You can not re-list an item until your first listing has been resolved ( whether it be a sale or a sorted non paying bidder case)
If it is not the bike - just slow down, read through the site map and remember - there is no real drama if the item is still in your possession - baby steps.....LOL
