Suspension of ebook

My ebook was suspended because I could not list in the Everything Else/Information Products.  as it was not on my webpage.

How can I solve this problem

I thought that electronically delivered goods could only be provided by approved sellers.

• Sellers need to be eBay approved to list electronically delivered items outside of the Everything Else > Information Products category 
• Sellers not approved by eBay to list electronically delivered items need to list their items in the Everything Else > Information Products category in the classified ad format.
