I sold an Item and was never paid, I have now closed the dispute after waiting 7 days however I was still charged the Final value fee despite never being paid, will Ebay refund me?, I don't care about listing fee's as i only use free one's, but I believe I was unfairly charged.

As soon you close the dispute the FVFs should be credited to your account.
You can check your seller fees in your My eBay under the Account tab, click on Seller Account and check the Credits.

If you closed it after 7 days presumably it was a mutual cancellation request and not an unpaid item dispute which cannot be closed until the end of 8 days if the buyer doesn't pay. If it was a mutual cancellation request are you sure you closed it saying you both agreed to the cancellation. If it was an unpaid item dispute and you closed it on day 7 then you would only be able to choose the option that the buyer had paid in which case you would not get your FVF refunded.
