What can I do if a buyer claims an item didn't arrive. EBay refunds the payment in full. Later the buyer admits the item did turn up but won't repay the money?

What can I do when a buyer claims and item hasn’t arrived, EBay refunds the money. Later they admit

First of all put them on your Blocked Buyers List if you haven't already, then send them one more message and say if they don't repay then you will report them for Cybercrime. It probably won't get you your money back but they will go on a register of fraudulent buyers.

 

Alternatively you could contact eBay by "live chat" and bring the situation to their attention and see if they will reopen the dispute.

If the item was sent with tracking, did you enter the number into the transaction right after you sent it?
